Description
Plan, direct, and coordinate the acquisition, entitlement, design, and horizontal construction of residential and commercial land projects. Lead feasibility, permitting, infrastructure development, and turnover in collaboration with engineers, contractors, utilities, and public agencies to deliver build-ready sites on budget and schedule.
  • • Source and evaluate potential sites with brokers and landowners using market, zoning, and infrastructure analysis.
  • • Lead due diligence, including title and ALTA review, Phase I ESA, geotechnical studies, surveys, wetlands and floodplain assessments, and utility capacity checks.
  • • Prepare feasibility studies, pro formas, development budgets, and master schedules.
  • • Negotiate and manage land purchase agreements, options, easements, and development agreements.
  • • Coordinate land use approvals, zoning changes, variances, and subdivision or platting.
  • • Prepare and submit site, grading, stormwater, and erosion control permits and track approvals.
  • • Present projects at public hearings, neighborhood meetings, and agency reviews.
  • • Manage consultants such as civil engineers, surveyors, planners, and environmental specialists and evaluate performance.
  • • Solicit, analyze, and award bids for site work, utilities, and off-site improvements.
  • • Draft, administer, and enforce consultant and construction contracts.
  • • Develop and maintain detailed budgets, cash flows, and cost-to-complete reports.
  • • Process invoices, pay applications, impact fees, and bonds with proper documentation.
  • • Plan and oversee horizontal construction including clearing, earthwork, utilities, roads, and amenities.
  • • Direct field inspections, quality control, and punch lists to meet specifications and standards.
  • • Monitor schedules and manage RFIs, submittals, change orders, and claims.
  • • Coordinate utility designs, relocations, and service agreements with providers.
  • • Secure and manage performance and maintenance bonds and letters of credit.
  • • Ensure compliance with environmental regulations, stormwater and NPDES requirements, ADA, and safety standards.
  • • Maintain project records, permits, entitlement conditions, and as-builts.
  • • Liaise between owners, municipalities, utilities, and community stakeholders.
  • • Resolve neighbor, contractor, and agency issues to remove project obstacles.
  • • Review and value-engineer site designs to optimize cost, phasing, and constructability.
  • • Coordinate off-site improvements, right-of-way dedications, and traffic mitigation.
  • • Support financing activities with cost data, schedules, and draw requests.
  • • Prepare regular status reports for executives, investors, and partners.
  • • Manage project closeout, final inspections, plat recordation, and turnover to operations or vertical teams.
