Description
Plan and implement community development and neighborhood revitalization initiatives, aligning land use, housing, infrastructure, and economic programs with community needs, funding requirements, and equitable outcomes.
  • • Design, promote, and administer community development plans and policies for housing, neighborhood infrastructure, community facilities, and land use.
  • • Recommend approval, denial, or conditions for community development proposals, grants, and permits.
  • • Prepare maps and reports integrating demographic, housing, and neighborhood indicators to support plans and funding applications.
  • • Advise officials and community partners on project feasibility, funding strategies, compliance, and alternatives.
  • • Conduct neighborhood field assessments, surveys, impact studies, and research on social, economic, and physical conditions.
  • • Facilitate discussions with officials and stakeholders on revitalization, affordable housing, commercial corridors, and community facility projects.
  • • Stay current on HUD, CDBG/HOME, fair housing, zoning, building, and environmental regulations.
  • • Mediate community concerns and develop alternatives to balance revitalization, displacement risks, and equity goals.
  • • Coordinate with housing agencies, nonprofits, economic development staff, engineers, and architects during plan and project development.
  • • Review environmental and socioeconomic impact analyses for community development projects and programs.
  • • Lead inclusive public meetings, workshops, and charrettes with residents, businesses, developers, and advocacy groups.
  • • Advance equitable and sustainable development practices in plans, programs, and policy recommendations.
  • • Evaluate project proposals for community benefits, affordability, resilience, and environmental justice.
  • • Identify and scope projects that improve energy efficiency, green infrastructure, and neighborhood resilience.
  • • Analyze how zoning, funding rules, or code constraints affect community development projects.
  • • Assess feasibility of housing and neighborhood proposals and recommend revisions.
  • • Identify sites and properties suitable for affordable housing, infill, or community facilities.
  • • Conduct resident and business surveys, stakeholder interviews, and site inspections.
  • • Prepare concise reports with statistics, charts, and maps on demographics, housing, and neighborhood change.
  • • Develop and maintain GIS maps, parcel databases, and project tracking systems.
  • • Maintain program files, compliance records, and performance metrics.
  • • Prepare and manage CDBG/HOME and related grant applications, budgets, agreements, and compliance reporting.
  • • Monitor subrecipients and contractors for performance, equity outcomes, and federal/state compliance.
  • • Research and synthesize data from plans, audits, and studies for grants and special projects.
  • • Respond to public inquiries, service requests, and housing- or code-related complaints.
