Description
Plan and regulate land use to guide development and conservation for cities and counties. Develop and administer zoning policies, review development applications, analyze land use data, prepare maps and reports, and advise officials and the public to ensure compliant, sustainable land use.
  • • Design and administer land use, zoning, and subdivision policies.
  • • Review site plans, subdivisions, rezones, and conditional use permits for compliance.
  • • Recommend approval, denial, or conditions on development applications.
  • • Prepare staff reports, findings, and presentations for planning commissions and councils.
  • • Conduct land use research, surveys, and impact analyses.
  • • Create GIS maps and maintain parcel and zoning datasets.
  • • Analyze population, housing, and market trends to inform land allocations.
  • • Advise officials and applicants on feasibility, code compliance, and alternatives.
  • • Coordinate with engineers, architects, and consultants on plan review.
  • • Evaluate environmental impacts and mitigation for land development.
  • • Draft comprehensive plan land use elements and future land use maps.
  • • Determine effects of regulatory constraints, overlays, and buffers on projects.
  • • Identify opportunities for infill, redevelopment, and conservation.
  • • Investigate property characteristics and availability for development or preservation.
  • • Conduct site visits and field inspections for land use applications.
  • • Facilitate public meetings, workshops, and hearings on land use proposals.
  • • Respond to public inquiries and complaints about zoning and permitting.
  • • Mediate stakeholder disputes and negotiate project conditions.
  • • Keep current on zoning case law, building codes, and environmental regulations.
  • • Track permits and maintain case files, records, and databases.
  • • Prepare graphics, maps, and exhibits to illustrate land use analyses.
  • • Coordinate interagency and utility reviews for development proposals.
  • • Monitor and report on growth management and urban service boundaries.
  • • Promote sustainable land use practices and low-impact development.
  • • Supervise or mentor planning technicians and interns.
