Description
Plan, lead, and coordinate civil engineering design and construction for infrastructure projects such as roads, bridges, water, stormwater, and site development, overseeing teams, budgets, schedules, permitting, and quality to meet safety and regulatory standards.
- • Confer with owners, contractors, and agency stakeholders to define project scope, specifications, and procedures.
- • Plan and direct preliminary site investigations, surveys, and traffic or geotechnical studies to support design.
- • Oversee design development and coordination for roadway, bridge, drainage, and water/wastewater systems.
- • Review and approve calculations, drawings, and specifications; authorize design changes and value engineering.
- • Prepare and manage project budgets, schedules, and resource plans; monitor costs and earned value.
- • Lead preparation of bids, proposals, and cost estimates; negotiate scope, fees, and change orders.
- • Ensure compliance with codes, standards, permits, and safety regulations (e.g., DOT, AASHTO, ACI, OSHA, EPA).
- • Coordinate permitting and approvals with municipal, state, and federal agencies; secure right-of-way and utility agreements.
- • Plan and direct construction administration, materials testing, and inspections; resolve field issues and RFIs.
- • Implement quality assurance and quality control programs and document management across project phases.
- • Develop and enforce site safety plans; identify, assess, and mitigate project risks.
- • Evaluate project feasibility and alternatives using technical, cost, and schedule analyses.
- • Recruit, assign, mentor, and evaluate civil engineering staff and consultants.
- • Present and explain technical reports, design concepts, and progress updates to clients and public officials.
- • Develop and implement sustainability, resilience, and stormwater management strategies to reduce environmental impacts.
- • Assess regulatory and community environmental concerns, including NEPA, wetlands, and runoff, to inform decisions.
- • Identify risks and opportunities related to new materials, construction methods, and smart infrastructure technologies.
- • Oversee procurement and contract administration for consultants, contractors, and materials.
- • Schedule and integrate surveying, subsurface utility engineering, and utility relocations with design and construction.
