Description
Plan, direct, and coordinate the operations of a counseling services program or clinic. Oversee budgets, staffing, clinical policies, and client care standards, including intake, treatment planning, and outcomes. Supervise counselors and support staff, ensure compliance with licensure, privacy, and ethical requirements, and manage community partnerships and referrals.
  • • Build and maintain referral networks with hospitals, schools, courts, EAPs, and community partners to coordinate care and avoid duplication of services.
  • • Maintain accurate budgets, clinical records, and operational reports; oversee EHR documentation standards.
  • • Supervise counselors, case managers, interns, and support staff; assign caseloads and schedules.
  • • Monitor clinical quality through supervision, case reviews, chart audits, and outcome measures; optimize resource use.
  • • Develop and enforce intake, triage, crisis response, and scheduling procedures aligned with program goals.
  • • Define eligibility, service scope, and client participation policies in collaboration with senior leadership.
  • • Conduct needs assessments and analyze utilization data to guide program priorities and service goals.
  • • Present to community groups to explain services, access pathways, and program policies.
  • • Recruit, interview, hire, and onboard clinical and support staff; coordinate intern placements.
  • • Represent the program with insurers, accrediting bodies, regulators, and community stakeholders.
  • • Plan and manage program budgets, billing workflows, insurance credentialing, and revenue cycle activities.
  • • Monitor and interpret changes in mental health laws, telehealth rules, and payer requirements; adjust policies and practices.
  • • Advise staff on HIPAA, state licensure rules, documentation standards, and professional ethics.
  • • Lead grant applications, outreach, and marketing initiatives to support funding and service utilization.
  • • Provide direct clinical services for complex cases, crisis intervention, and client complaint resolution as needed.
  • • Design, implement, and evaluate staff training, clinical supervision plans, and continuing education in evidence-based practices.
