Description
Administer Housing Choice Voucher (Section 8) cases by determining eligibility, coordinating HQS inspections, enforcing HAP contracts, and investigating potential violations to ensure compliance with HUD and PHA regulations.
  • • Prepare notices, HAP contracts, inspection reports, case notes, and action recommendations.
  • • Review applications, income verifications, EIV reports, and documents to confirm eligibility and detect discrepancies.
  • • Conduct or oversee program integrity inquiries consistent with HUD, PHA, and due process requirements.
  • • Collect and document evidence of noncompliance or fraud; maintain secure case files.
  • • Schedule and coordinate HQS inspections for initial, annual, and special inspections.
  • • Coordinate with law enforcement and partner agencies on fraud, safety, or compliance matters.
  • • Present findings at informal hearings, administrative reviews, or court proceedings.
  • • Audit landlord and tenant files and HAP payments for adherence to HAP contract terms.
  • • Recommend administrative actions such as abatements, repayments, sanctions, or terminations.
  • • Enter inspection results and case data into PHA/HUD systems; submit files for quality control and reporting.
  • • Determine rent reasonableness and calculate subsidies, tenant rent, and utility allowances.
  • • Investigate reports of unreported income, household changes, or unauthorized occupants or subleasing.
  • • Process and verify recertifications, interim changes, portability, and reasonable accommodation requests.
