Description
Analyze, design, and strengthen the structures and operations of municipalities and community governance bodies. Conduct community research, assess budgets and ordinances, and evaluate programs to improve transparency, accountability, and service delivery. Advise local officials on policy development, implementation, compliance, and public engagement.
  • • Conduct assessments of municipal governance, service delivery, and institutional capacity.
  • • Collect, analyze, and interpret local data—including budgets, ordinances, service metrics, and resident surveys—and report findings and recommendations.
  • • Identify priority governance and service issues requiring policy or operational reform.
  • • Develop and pilot evidence-based local policies, frameworks, and procedures; refine based on results.
  • • Monitor federal and state policy changes affecting local governments and provide compliance guidance.
  • • Evaluate programs and regulations and prepare actionable improvement plans for councils and managers.
  • • Draft or revise ordinances, resolutions, administrative policies, and council briefing materials.
  • • Design and facilitate stakeholder engagement, public consultations, and participatory processes.
  • • Build capacity of local officials and staff through training, coaching, and tool development.
  • • Provide technical advice to mayors, city managers, departments, boards, and community partners.
  • • Prepare and present reports, dashboards, and briefings to councils, the public, and media.
  • • Forecast demographic, fiscal, and service-demand trends to inform planning and budgets.
  • • Coordinate intergovernmental and cross-sector collaborations and grant initiatives.
  • • Serve on working groups, task forces, and advisory committees.
