Description
Research, analyze, and evaluate legislation and public policies to inform lawmakers and committees. Prepare bill analyses, fiscal and policy impact assessments, and recommendations; track legislation, synthesize stakeholder input, and draft briefs, amendments, and testimony.
  • • Analyze proposed and existing legislation for legal, fiscal, and operational impacts.
  • • Prepare bill analyses, fiscal notes, and policy briefs for legislators and committees.
  • • Track legislation, amendments, votes, and implementation timelines.
  • • Identify policy issues and research questions to support the legislative agenda.
  • • Gather and analyze data from agencies, budgets, stakeholders, and comparative jurisdictions.
  • • Evaluate program performance and policy outcomes; recommend changes or alternatives.
  • • Draft bill language, amendments, issue memos, and committee reports.
  • • Prepare testimony, talking points, and responses to inquiries from members and staff.
  • • Brief lawmakers, committee members, and senior staff on findings and options.
  • • Conduct stakeholder outreach and synthesize input from constituents, advocates, and experts.
  • • Monitor and summarize court decisions, regulations, and executive actions affecting legislation.
  • • Develop forecasts and scenario analyses for costs, participation, and outcomes.
  • • Maintain current knowledge of political, economic, and budgetary conditions relevant to assigned issues.
  • • Coordinate with fiscal, legal, and research offices to ensure analytical accuracy and consistency.
