Description
Inspect petroleum cargoes and handling equipment to ensure safe, compliant transport and accurate custody transfer of crude oil and refined products across marine, pipeline, rail, and truck operations.
  • • Prepare and submit inspection reports, certificates of quantity and quality, and chain-of-custody records.
  • • Gauge shore and vessel tanks to determine ullage, innage, water cut, and temperatures before, during, and after transfer.
  • • Sample petroleum products per ASTM/API procedures and secure samples for laboratory analysis and retention.
  • • Measure API gravity, density, temperature, and BS&W on site.
  • • Calculate gross and net standard volumes and mass using tank calibration tables and ASTM/API correction factors.
  • • Observe loading and discharge operations to verify closed loading, vapor control, and approved transfer procedures.
  • • Verify valve lineups, hose and arm connections, gaskets, and pressure ratings before transfer.
  • • Inspect cargo tanks, lines, manifolds, meters, and safety devices for compliance with health, safety, and environmental regulations.
  • • Recommend and document corrective actions for nonconformities or unsafe conditions found during inspections.
  • • Advise crews on safe handling of flammable and toxic hydrocarbons, bonding/grounding, and segregation to prevent contamination.
  • • Confirm product identity, compatibility, and special handling requirements from product specs, SDS, and shipping documents.
  • • Witness meter provings, line displacements, stripping, and sealing of valves and hatches as required.
  • • Verify hazardous material placards, warning signs, and permits are posted and current.
  • • Monitor cargo temperatures, pressures, and heating systems to maintain specified transfer conditions.
  • • Check inert gas and tank atmosphere readings for oxygen, LEL, and H2S as applicable.
  • • Record operational events, custody-transfer times, quantities, and any delays, spills, or deviations.
  • • Visually inspect samples and tanks for water, sediment, off-spec odors or colors, and signs of leaks or spills.
