Description
Analyze and coordinate procurement and sourcing activities across the product or program life cycle. Develop acquisition strategies, conduct market and cost analyses, manage solicitations through award, and monitor supplier performance to deliver value, ensure compliance, and mitigate risk.
- • Build and maintain relationships with stakeholders, suppliers, and program teams involved in acquisition activities.
- • Elicit and translate customer and end-user requirements into acquisition strategies and specifications.
- • Plan and coordinate sourcing to align funding, lead times, and availability with program schedules.
- • Collaborate with engineering, finance, legal, and operations to shape requirements and mitigate supply risks.
- • Safeguard procurement-sensitive and proprietary information and enforce nondisclosure controls.
- • Review supplier and contract performance against KPIs, SLAs, and contract terms.
- • Develop acquisition plans, schedules, sourcing roadmaps, and compliance/responsibility matrices.
- • Lead or support acquisition team workflows, prioritize tasks, track milestones, and ensure resources.
- • Prepare and deliver status reports on acquisition plans, progress, risks, and results.
- • Conduct market research and analyze technical data to inform make-buy decisions and sourcing options.
- • Present acquisition approaches, evaluation findings, and recommendations to decision makers.
- • Develop cost estimates, should-cost models, and total cost of ownership analyses for proposals.
- • Plan and execute RFI/RFQ/RFP activities, including requirements, evaluation criteria, and source selection.
- • Provide acquisition project management, documentation control, and data analysis support.
- • Assess impacts of requirement or design changes on scope, cost, schedule, and contract strategy.
- • Create or support procurement process guides, templates, and training materials.
- • Ensure compliance with procurement policies and applicable regulations; monitor changes and improve processes.
- • Lead or support negotiations of pricing, terms, and conditions to maximize value and reduce risk.
- • Evaluate supplier proposals, develop performance specifications, and liaise between vendors and internal teams.
- • Manage acquisition elements of product life cycles, including option planning and obsolescence mitigation.
- • Perform cost/price analysis and lifecycle cost assessments to support negotiation and award decisions.
- • Support managerial activities such as mentoring analysts, participating in hiring, and improving team operations.
