Apply evidence-based analysis to develop, evaluate, and implement policies affecting human resources, administration, management, and market strategy. Activities include policy planning, stakeholder consultation, impact and risk assessment, program evaluation, and change management. Partner with leadership to design policy frameworks that improve organizational performance and compliance.
  • • Analyze policy issues and translate research into actionable options.
  • • Develop and refine policy frameworks, guidelines, and standard operating procedures.
  • • Conduct stakeholder interviews, surveys, and workshops to gather input.
  • • Draft policy briefs, memos, and recommendations for decision makers.
  • • Advise executives on policy implications for workforce, operations, and markets.
  • • Design and conduct program and policy evaluations using statistical methods.
  • • Build performance metrics and dashboards to monitor policy outcomes.
  • • Facilitate cross-functional working groups and change initiatives.
  • • Perform impact assessments, including equity, legal, operational, and fiscal effects.
  • • Review legislation, regulations, and research literature to inform proposals.
  • • Prepare and deliver presentations to leadership, boards, and external audiences.
  • • Coordinate public or internal consultations and respond to feedback.
  • • Develop training and communications for policy rollout and compliance.
  • • Provide guidance on best practices for governance, ethics, and risk management.
  • • Conduct cost-benefit and scenario analyses to compare policy alternatives.
  • • Draft implementation plans, timelines, and resource estimates.
  • • Monitor policy compliance and recommend corrective actions.
  • • Manage policy-related data collection, quality, and documentation.
  • • Advise on organizational design and role definitions impacted by policy.
  • • Mediate or support dispute resolution related to policy interpretation.
  • • Prepare testimony, briefings, or talking points for hearings and meetings.
  • • Collaborate with legal, HR, finance, and communications on policy alignment.
  • • Produce white papers, reports, and articles to share findings and guidance.
  • • Mentor managers on effective policy execution and change leadership.
  • • Identify and pursue opportunities to advance strategic policy priorities.
