Description
Assess and oversee flight operations—including crew qualifications, training, manuals, dispatch, and operational control—to ensure compliance with Federal aviation safety regulations and safe performance.
  • • Inspect flight, dispatch, and operational control activities to ensure adherence to regulations, company manuals, and SOPs.
  • • Conduct oversight flights or simulator sessions to evaluate crew use of instruments, automation, and procedures.
  • • Verify flight deck security, access control, and required safety equipment availability before departure.
  • • Perform ramp inspections to verify MEL/CDL deferrals, exterior condition, placards, and documentation for safe dispatch.
  • • Prepare and maintain detailed inspection, surveillance, investigation, and certification records and reports.
  • • Evaluate new routes, aircraft introductions, and operational programs via proving or validation tests for compliance and safety.
  • • Review dispatch releases, flight logs, weight-and-balance, MEL deferrals, and crew qualification and duty/rest records for compliance.
  • • Recommend corrective actions to training programs, manuals, SOPs, or operational control systems.
  • • Recommend changes in operator policies or regulatory guidance based on operational data, safety trends, and observations.
  • • Investigate incidents, accidents, and operational complaints to identify causal and contributing operational factors.
  • • Conduct en route surveillance, line checks, and proficiency evaluations of flight crews, dispatchers, and check airmen.
  • • Approve or deny issuance of operations specifications, training curriculum approvals, and operational authorizations.
  • • Analyze and approve training programs and conduct oral, written, and practical tests to verify competency of pilots, dispatchers, and instructors.
