Lead planning, analysis, and implementation of programs that expand jobs, investment, and the tax base for a city or region. Conduct market and policy research, prepare reports, and use economic and statistical methods to shape incentives, redevelopment, and business services. Manage partnerships, grants, and projects to attract, retain, and expand businesses while advancing inclusive, sustainable development.
  • • Analyze local economic, labor, and real estate data to identify target industries and opportunities.
  • • Develop and execute business attraction, retention, and expansion strategies.
  • • Prepare economic impact analyses, market studies, and performance reports for leadership and the public.
  • • Design and administer incentive programs and financing tools in line with laws and policies.
  • • Build and manage relationships with businesses, developers, site selectors, and community partners.
  • • Coordinate site selection assistance, permitting, and interdepartmental approvals for projects.
  • • Prepare grant applications and manage budgets, timelines, and compliance for funded initiatives.
  • • Formulate strategic plans, guidelines, and policy recommendations to support inclusive growth.
  • • Negotiate development agreements and public-private partnerships with measurable community benefits.
  • • Lead outreach, consultations, and public meetings; present program goals and results.
  • • Monitor legislation, zoning, and infrastructure plans and advise on economic impacts.
  • • Manage consultant contracts and research projects; review deliverables and supervise staff or interns.
  • • Produce marketing materials and proposals promoting sites, assets, and incentives.
  • • Track and evaluate program outcomes; recommend improvements based on cost-benefit and ROI analyses.
