Description
Ensure organizational adherence to U.S. and international customs and trade regulations by developing, implementing, and monitoring import/export compliance programs. Oversee product classification, valuation, origin determination, and recordkeeping while validating duties and taxes and coordinating payments and post-entry corrections. Liaise with customs and partner government agencies, manage audits, responses, and rulings, and drive duty-mitigation initiatives. Train stakeholders, guide brokers and logistics partners, and resolve regulatory issues to enable compliant, timely movement and storage of goods.
- • Develop and enforce import and export compliance policies and SOPs.
- • Classify products under HTS/Schedule B and assign ECCNs; maintain a classification database.
- • Determine valuation, country of origin, and FTA eligibility for shipments.
- • Calculate and validate duties, taxes, and fees; review broker entry summaries.
- • Prepare, review, and submit ACE/AES and ISF filings or oversee brokers who file.
- • Conduct internal and broker audits; manage findings and corrective actions.
- • Manage post-entry actions, including PSCs, protests, and duty drawback/refund claims.
- • Monitor regulatory changes (CBP, BIS, OFAC, and PGAs) and update procedures.
- • Liaise with customs and partner agencies to resolve holds, exams, and rulings.
- • Maintain import/export records in accordance with 19 CFR Part 163 and company policy.
- • Oversee restricted party screening and embargo/sanctions compliance.
- • Assess and obtain export licenses; manage license conditions and reporting.
- • Train employees and stakeholders on customs and trade compliance requirements.
- • Evaluate and maintain customs bonds; ensure sufficiency and renewals.
- • Implement duty mitigation strategies, including FTA use, exclusions, and tariff engineering.
- • Validate certificates of origin and supplier declarations.
- • Coordinate with logistics to ensure compliant routing, packing, labeling, and documentation.
- • Manage relationships and SLAs with customs brokers and freight forwarders.
- • Perform trade compliance risk assessments and report KPIs to management.
- • Investigate potential violations and support prior disclosures when warranted.
- • Prepare and submit binding ruling requests and responses to CF28/29 notices.
- • Ensure compliance with quotas, AD/CVD orders, and other trade remedies.
- • Oversee PGA requirements (e.g., FDA, USDA, EPA) and permit or license filings.
- • Support implementation and maintenance of CTPAT or other trade security programs.
