Description
Plan, design, and oversee construction, operation, and maintenance of municipal infrastructure and public works—including streets, sidewalks, traffic control, water, wastewater, and stormwater systems, and public facilities—ensuring regulatory compliance, community safety, and cost-effective service delivery.
- • Compute hydraulic capacities, pavement structures, grades, and loads to develop municipal design specifications.
- • Inspect city project sites and rights-of-way to ensure conformance with plans, permits, and safety standards.
- • Direct or perform surveying to establish alignments, grades, and elevations for municipal construction.
- • Prepare engineer’s estimates and life-cycle costs to support feasibility, budgeting, and procurement.
- • Prepare and present staff reports, bid documents, and environmental findings to councils, boards, and the public.
- • Oversee testing and submittal reviews for soils, concrete, asphalt, and pipe to verify material quality.
- • Conduct traffic, drainage, and neighborhood impact studies to inform project design and prioritization.

- • Plan and design water distribution, sanitary sewer, and stormwater systems using CAD and hydraulic modeling tools.
- • Develop and administer stormwater programs (e.g., MS4), erosion control, and water-quality compliance.
- • Direct engineering activities to ensure adherence to municipal codes and state and federal regulations.
- • Review development applications and construction plans for conformance with city standards and right-of-way requirements.
- • Provide technical guidance to public works staff, contractors, and developers on design, construction, and maintenance.
- • Manage municipal construction contracts, schedules, inspections, change orders, and pay applications.
- • Coordinate with agencies and utilities on permits, right-of-way use, traffic control, and utility relocations.
- • Maintain asset inventories and GIS, prioritize projects, and prepare capital improvement plans and grant applications.
