Investigate and resolve civil rights complaints by enforcing equal opportunity laws across employment and contracting. Collect and analyze evidence, interview parties, assess systemic issues, draft findings, negotiate remedies, and monitor compliance to eliminate discrimination based on race, color, religion, national origin, sex, age, or disability.
  • • Investigate allegations of discrimination or retaliation in employment, contracting, or services.
  • • Collect, preserve, and analyze documentary, digital, and statistical evidence.
  • • Interview complainants, respondents, and witnesses to verify facts and credibility.
  • • Interpret federal, state, and local civil rights laws and agency regulations.
  • • Assess complaints for jurisdiction, timeliness, and prima facie elements.
  • • Draft investigative plans, records requests, and interview outlines.
  • • Conduct comparative and adverse impact analyses of hiring, promotion, pay, and terminations.
  • • Review policies, job descriptions, and selection criteria for discriminatory effects.
  • • Examine contracts and procurement practices for equal opportunity compliance.
  • • Prepare investigative reports, findings, and recommendations for corrective action.
  • • Negotiate conciliation agreements, settlements, or consent decrees when appropriate.
  • • Monitor respondent compliance and verify implementation of remedies.
  • • Coordinate, track, and improve complaint intake, triage, and case processing timelines.
  • • Provide technical assistance and training on nondiscrimination obligations to employers and contractors.
  • • Conduct site visits, audits, or surveys to detect systemic discrimination.
  • • Engage community stakeholders to improve access to the complaint process and remedies.
  • • Maintain accurate case files, evidence logs, and confidentiality in accordance with policy.
  • • Testify or present findings in hearings, mediations, or court as needed.
