Description
Process, review, and issue environmental permits to ensure projects and operations comply with Federal, State, and local regulations; guide applicants, coordinate interagency review, and track compliance through the permit lifecycle.
  • • Perform calculations for discharge volumes, strength classifications, limits, allowances, and documentation.
  • • Assist in developing permit templates, program rules, and corrective measures for spills and hazardous waste.
  • • Maintain permitting software, forms, and standard operating procedures.
  • • Research treatment alternatives and regulatory options to support permit conditions and decisions.
  • • Respond to inquiries on application status, service charges, and capacity fees or route to supervisors as needed.
  • • Prepare data and calculate permit fees, sewer service charges, and capacity fees; issue invoices and receipts.
  • • Review permit applications, plans, and supporting documents for completeness and regulatory compliance.
  • • Determine permit eligibility, required conditions, and actions; draft approvals, denials, and deficiency notices.
  • • Examine prior permits, licenses, and records to verify consistency and compliance history.
  • • Prepare, organize, and maintain permit files, databases, and tracking logs.
  • • Interview applicants and operators to clarify activities and obtain required evidence.
  • • Prepare written, oral, tabular, and graphic reports documenting permit decisions and regulatory basis.
  • • Monitor permit conditions, reporting deadlines, renewals, and corrective actions; issue reminders and follow-ups.
  • • Investigate complaints regarding unpermitted work or noncompliance and coordinate appropriate reviews.
  • • Coordinate and schedule required inspections with field staff; review findings for permit compliance.
  • • Advise applicants and stakeholders on permit requirements, submittals, and steps to achieve compliance.
  • • Define sampling and monitoring requirements in permits; review plans and chain-of-custody documentation.
  • • Verify hazardous materials and waste management plans in submittals meet regulatory standards.
  • • Stay current on EPA, state, and local regulations; update procedures, templates, and guidance.
  • • Prioritize application workload and complaints; coordinate reviews with other agencies and departments.
  • • Review operational and monitoring data (e.g., flow, chemical levels) submitted with applications and reports.
  • • Maintain safety, confidentiality, and records retention protocols for permit files and sensitive data.
  • • Evaluate product and material disclosures when required for registrations or permit conditions.
  • • Provide outreach to health professionals, property owners, and the public on compliance obligations and impacts.
  • • Implement permitting procedures supporting pretreatment, pollution prevention, and stormwater programs.
  • • Review laboratory results submitted with applications and compliance reports for adherence to limits.
  • • Review and evaluate applications for product registrations and pollution control discharge permits.
