Description
Ensure compliance with hazardous waste generation, storage, transportation, and disposal regulations to protect public health and the environment. Conduct inspections and audits, perform waste determinations, coordinate sampling and documentation, guide corrective actions and waste minimization, and interface with agencies and TSDFs under RCRA, DOT, and related rules.
- • Determine the nature of hazardous waste violations and required corrective actions; issue notices of violation and support enforcement hearings.
- • Review RCRA permits, EPA IDs, manifests, profiles, and records for compliance with federal, state, and local requirements.
- • Prepare, organize, and maintain hazardous waste inspection, training, and shipping records, including e-Manifest files.
- • Interview generators, operators, and witnesses to document incidents and obtain evidence of improper handling or disposal.
- • Prepare clear reports, summaries, and graphics on regulatory requirements, findings, and chain-of-custody documentation.
- • Track corrective actions and review follow-up submittals until violations are resolved.
- • Investigate complaints and suspected illegal dumping, accumulation, storage, or transportation of hazardous waste.

- • Stay current with RCRA, CERCLA, EPCRA, DOT, and state hazardous waste regulations and guidance.
- • Prioritize sites and complaints for investigation and coordinate compliance and enforcement with other agencies.
- • Observe and record field conditions such as container condition, secondary containment, vapors, and instrument readings.
- • Follow HAZWOPER and site safety plans; recognize unsafe conditions and implement protective measures and PPE.
- • Review container labels, DOT shipping descriptions, placards, SDSs, and hazard communication for accuracy and compliance.
- • Inform health professionals, property owners, and the public about hazardous waste risks and exposure controls.
- • Implement and audit hazardous waste management programs, contingency plans, and waste minimization initiatives.
- • Conduct or coordinate laboratory analyses to support waste determinations and land disposal restriction requirements.
- • Evaluate and approve waste profiles, LDR notifications, and generator ID or permit applications.
- • Calculate generator status, accumulation timeframes, storage capacities, and incompatible material segregation requirements.
- • Develop spill prevention and emergency response procedures and recommend corrective actions after incidents.
- • Maintain spill response kits, monitoring instruments, and accumulation areas in safe, serviceable condition.
- • Research treatment, recycling, and disposal alternatives and estimate costs and logistics for waste streams.
- • Respond to inquiries from generators, haulers, and the public about manifests, pickups, classifications, and best practices.
- • Compile waste generation metrics and prepare data for biennial reports, fees, and internal cost allocation.
