Description
Inspect construction and industrial sites for compliance with erosion, sediment, and storm water regulations; evaluate BMPs, investigate stormwater pollution, document findings, and enforce NPDES/MS4 and state permit requirements to protect water quality.
- • Determine erosion, sediment, and stormwater violations and issue notices of violation or corrective action requests, participating in enforcement hearings as needed.
- • Review NPDES permits, SWPPPs, ESC plans, NOIs/NOTs, and inspection logs for compliance.
- • Prepare, organize, and maintain inspection reports, photo logs, site maps, and rain event records.
- • Interview site operators and contractors to assess practices and obtain evidence of noncompliance.
- • Prepare written, oral, tabular, and graphic reports, including enforcement documentation and chain-of-custody when sampling.
- • Track and verify completion of corrective actions and conduct follow-up inspections.
- • Investigate complaints about muddy discharges, illicit connections, track-out, and improper dewatering.
- • Inspect erosion and sediment control BMPs such as perimeter controls, inlet protection, sediment basins, check dams, and stabilized exits for proper installation and maintenance.
- • Verify temporary and permanent stabilization, slope protection, and stockpile management meet permit standards.
- • Identify sampling points and collect stormwater, turbidity, and pH samples per permit, preserving and handling samples properly.
- • Verify storage, handling, and spill prevention for fuels, concrete washout, paints, and chemicals to prevent stormwater contamination.
- • Stay current on EPA Construction General Permit, MS4 requirements, and state and local stormwater and ESC regulations.
- • Prioritize sites and complaint investigations using risk-based criteria and coordinate with MS4s and state agencies on compliance and enforcement.
- • Observe and record field conditions, including rainfall, discharge clarity, turbidity readings, sediment track-out, and BMP effectiveness.
- • Follow field safety protocols for active construction sites, dewatering operations, traffic control, and sampling activities.
- • Review use of flocculants, soil binders, and stabilization products for compliance with permits and manufacturer specifications.
- • Educate contractors, developers, and the public on the impacts of sediment-laden runoff and required BMP practices.
- • Interpret and apply NPDES construction, industrial, and MS4 stormwater requirements and local ordinances to site operations.
- • Conduct field turbidity and pH testing and coordinate laboratory analysis for TSS and other parameters when required.
- • Review and evaluate SWPPPs, ESC plans, dewatering plans, and NOTs for completeness and regulatory conformance.
- • Verify design calculations and plan details for BMP sizing, drainage areas, dewatering flow rates, and stabilization timelines as part of plan reviews.
- • Recommend spill prevention, washout management, and material handling improvements to reduce stormwater risks.
- • Maintain and calibrate inspection tools and equipment, including turbidity meters, pH meters, GPS units, and cameras.
- • Assess and compare stormwater control alternatives and dewatering treatment options for site-specific conditions.
- • Compile data and summaries for MS4 and NPDES annual reports, including inspection metrics, enforcement actions, and water quality results.
