Emergency Management Directors
Description
Manage emergency preparedness and response programs; develop, maintain, and exercise plans and procedures; coordinate operations and resources during incidents; provide training and public outreach; and ensure compliance for natural, technological, and human-caused hazards.
  • • Monitor risks, activities, and conditions that could affect emergencies, response efforts, or plan execution.
  • • Develop and maintain emergency operations, continuity, and recovery plans for hazards such as hurricanes, earthquakes, and terrorist attacks.
  • • Recommend and implement updates to procedures based on laws, technology, and after-action findings.
  • • Maintain current resource inventories, contact lists, maps, and job aids tied to preparedness plans.
  • • Coordinate response actions with incident command, including evacuations, sheltering, and support for access and functional needs.
  • • Build and sustain partnerships with municipal agencies, counties, NGOs, and private partners to align plans and resources.
  • • Track federal, state, and local requirements and ensure plans and programs remain compliant.
  • • Produce situation reports, resource requests, and preliminary damage assessments during incidents.
  • • Design and deliver emergency preparedness training and just-in-time instruction.
  • • Inspect emergency operations centers, shelters, and communications systems for operational readiness.
  • • Assess needs and capabilities with governments, schools, hospitals, and critical infrastructure operators.
  • • Plan, conduct, and evaluate drills, tabletops, and full-scale exercises in line with regulations and best practices.
  • • Attend emergency management meetings, conferences, and workshops to maintain knowledge and relationships.
  • • Collaborate with officials to compile and analyze damage and impact assessments after events.
  • • Create public education materials and present preparedness information to community groups.
  • • Guide departments and partners in developing plans aligned with state and federal frameworks.
  • • Review and advise on facility and partner emergency plans for adequacy and alignment.
  • • Conduct hazard, vulnerability, and capability assessments to inform planning priorities.
  • • Research external emergency plans and best practices to enhance local planning.
  • • Prepare grant applications, manage awards, and track and report grant performance for preparedness needs.
  • • Develop and implement radiological protection, detection, and decontamination procedures and training.
  • • Manage inventory, distribution, and training for chemical, biological, radiological, and nuclear detection and decontamination equipment.
  • • Assist jurisdictions and organizations in seeking funding for facilities, instrumentation, and other emergency management resources.
