Description
Plan, coordinate, and manage preparedness, response, recovery, and mitigation programs; develop and maintain emergency plans and procedures; lead training and exercises; oversee EOC operations; and ensure regulatory compliance for natural, technological, and human-caused incidents.
- • Monitor hazards, threats, and organizational changes that affect emergency risk, readiness, and plan execution.
- • Develop, update, and implement emergency operations plans and annexes for hazards such as hurricanes, floods, wildfires, hazardous materials, and terrorism.
- • Recommend and implement changes to procedures based on after-action findings, regulations, and new technologies.
- • Maintain and curate emergency preparedness documents, databases, maps, and resource inventories.
- • Coordinate incident response activities, including recommending evacuations, opening shelters, and activating special needs programs.
- • Build and maintain partnerships with municipal, county, state, tribal, and private-sector entities to align planning and share resources.
- • Track federal, state, and local requirements and ensure plans and programs meet compliance standards.
- • Produce situation reports detailing incident status, operations, resource needs, and preliminary damage assessments.
- • Design, deliver, and evaluate emergency preparedness training and exercises for staff and stakeholders.
- • Inspect emergency operations centers, facilities, and communications systems to verify readiness and redundancy.
- • Consult with government agencies, schools, healthcare systems, and critical infrastructure operators to assess capabilities and gaps.
- • Plan and conduct drills and exercises to validate plans in accordance with applicable guidance and regulations.
- • Participate in emergency management meetings, workgroups, and conferences to share information and strengthen networks.
- • Coordinate post-incident damage and impact assessments with internal and external partners.
- • Develop public education materials and present preparedness information to community groups and businesses.
- • Guide local teams in developing continuity and recovery plans aligned with state and federal frameworks.
- • Review and quality-check partner and facility emergency plans for completeness and interoperability.
- • Conduct hazard and vulnerability assessments and support others conducting related surveys and analyses.
- • Research best practices and lessons learned from other jurisdictions to inform planning.
- • Prepare grant applications for emergency management needs and manage awards, budgets, and reporting.
- • Develop and implement radiological protection, detection, and decontamination training and procedures where applicable.
- • Manage inventories of CBRN detection and decontamination equipment and train users on maintenance and operation.
- • Assist communities and departments with grant applications for facilities, equipment, and instrumentation that support emergency management.
