Description
Lead planning and direction of disaster response and crisis management for natural, technological, and human-caused incidents; deliver preparedness training; and develop, implement, and maintain emergency plans, procedures, and capabilities.
  • • Update and improve response procedures based on regulatory changes, technology, after-action reviews, and lessons learned.
  • • Maintain and control all resources and documentation associated with emergency preparedness plans.
  • • Direct disaster response and crisis operations, including evacuation orders, shelter openings, and special-needs programs.
  • • Build and sustain partnerships with municipalities, county departments, and similar entities to coordinate planning, response, and resource sharing.
  • • Ensure compliance with federal, state, and local emergency management regulations and standards.
  • • Prepare and deliver situation reports on response, recovery, unmet needs, and preliminary damage assessments.
  • • Design, deliver, and evaluate emergency preparedness training for staff, partners, and the public.
  • • Inspect and validate the readiness of emergency operations centers, facilities, and communications systems.
  • • Consult with local governments, schools, hospitals, and other institutions to assess needs and capabilities for emergencies.
  • • Plan, conduct, and evaluate exercises and drills in accordance with state and federal guidance.
  • • Represent the jurisdiction at emergency management meetings, conferences, and working groups.
  • • Coordinate and analyze post-incident damage assessments with partner agencies.
  • • Develop public education materials and brief community groups on emergency plans and procedures.
  • • Guide local groups in creating long-term emergency plans aligned with state and federal frameworks.
  • • Review and approve organizational emergency plans, including those of healthcare and critical facilities.
  • • Oversee surveys and risk assessments to inform hazard mitigation and disaster planning.
  • • Research best practices and external plans to inform local plan development.
  • • Secure, administer, and report on emergency management grants and funding.
  • • Establish training and procedures for radiological protection, detection, and decontamination.
  • • Manage inventories of chemical, biological, radiological, and nuclear detection and decontamination equipment, ensuring maintenance and user training.
  • • Assist communities with applications for federal funding for emergency management facilities and related instrumentation.
  • • Monitor risks, hazards, and changes affecting emergency likelihood, response, and plan execution.
  • • Develop and approve emergency operations and recovery plans for events such as hurricanes, nuclear incidents, and terrorism.
