Description
Evaluate, formulate, and monitor budgets for specific programs; analyze financial and performance data; ensure compliance with policies and regulations; and advise program leadership to optimize resources and achieve objectives.
  • • Review program operating budgets to assess trends affecting resource needs.
  • • Analyze monthly program budget and accounting reports to maintain obligation and expenditure controls.
  • • Lead preparation of program budget execution, variance, and forecast reports.
  • • Partner with program managers to align budget adjustments with scope, schedule, and performance changes.
  • • Align program funding sources with organizational accounts and contingency reserves.
  • • Provide guidance on cost estimating, resource allocation, and program budget formulation.
  • • Consolidate program budgets and recommend approval or denial of funding requests.
  • • Identify opportunities to improve program efficiency and cost-effectiveness.
  • • Verify program budget estimates for completeness, accuracy, and compliance with policies and regulations.
  • • Perform cost-benefit analyses to evaluate program alternatives and funding options.
  • • Interpret budget directives and implement program-level policies, controls, and fund limits.
  • • Compile and analyze financial, schedule, and performance data to determine program resource requirements.
  • • Present and defend program budget justifications to leadership and funding authorities.
