Adjudicate disputes arising under administrative law and review agency actions for compliance with statutes, regulations, and due process. Preside over administrative hearings or appeals, issue written decisions and orders, impose civil penalties or remedies authorized by law, and oversee courtroom or panel procedures and staff.
  • • Preside over administrative hearings and appeals to develop a complete record.
  • • Explain applicable statutes, regulations, and procedures to parties and representatives.
  • • Rule on admissibility of evidence, testimony, and discovery disputes.
  • • Review pleadings, motions, and agency records to identify material issues.
  • • Interpret and enforce administrative procedure rules and issue standing or scheduling orders.
  • • Ensure proceedings comply with due process and ethical standards.
  • • Conduct prehearing conferences to address jurisdiction, motions, and settlement prospects.
  • • Administer oaths, take testimony, and manage exhibits and the hearing record.
  • • Research administrative, statutory, and case law relevant to matters before the court.
  • • Issue written findings of fact, conclusions of law, and final or interim orders.
  • • Impose civil penalties, sanctions, or corrective actions as authorized by law.
  • • Grant, deny, or condition licenses, permits, benefits, or exemptions within jurisdiction.
  • • Review and decide appeals of agency actions under applicable standards of review.
  • • Facilitate settlements or alternative dispute resolution consistent with legal constraints.
  • • Issue subpoenas, compel discovery, and enforce compliance with court orders.
  • • Stay, remand, or modify agency decisions when warranted by the record and law.
  • • Coordinate multi-member panels and participate in en banc or appellate deliberations.
  • • Supervise administrative law judges, hearing officers, and court support staff.
  • • Manage dockets, calendars, and case flow to meet timeliness standards.
  • • Prepare precedential opinions or guidance consistent with court rules.
  • • Engage in public outreach and education on administrative justice consistent with judicial ethics.
